Human Resource Officer Purpose

Reporting to the Senior Human Resource Officer in Emergencies, the incumbent will support with talent acquisition and updating the surge roster for WASH Data base for Africa Region including advertising, selection analysis, onboarding and screening the suitable candidates. Beyond the above, the Human Resource Officer will also support with other aspects of the human resource within the department.

Job Duties And Responsibilities

  • Lead overall recruitment processes and ensure timely and quality recruitment and selection processes are carried out
  • Coordinate the development of workforce plans in conjunction with SPRM department.
  • Provide regular and updated information on recruitment status.
  • Ensure data accuracy and compliance with recruitment metrics.
  • Identify opportunities for improving recruitment processes.
  • Ensure achievement of IFRC diverse staffing needs by providing proactive sourcing; accountable, transparent, and focused recruitment processes; and expert support to hiring managers
  • Provide technical guidance to the hiring managers in the development of job descriptions and ensure that proposed jobs are evaluated and are aligned to the approved IFRC structures.
  • Ensure all candidates are screened including safeguarding screening before they are onboarded.
  • Assist with new hire onboarding
  • Negotiate pay package for successful candidates and extend employment offers to successful candidates
  • Ensure timely management of recruitment related conflicts and disputes
  • Ensure accuracy of employment contracts by ensuring timely contract renewals and extensions
  • Facilitate employee changes including transfers, promotions, acting appointments and communicate the changes to payroll in a timely manner.
  • Ensure compliance of Contract management process with employment legislation to avoid litigation.
  • Provide recruitment technical support during the Proposal development/ grant acquisition process to ensure that proposed grants have the right structures, staffing levels and Job Descriptions that meet the required standards. Learning and Development
  • Support Africa Regional programme staff annual PDP process and ensure that the performance management process of staff is implemented, monitored, documented, and completed on time.
  • Coordinate and facilitate the staff needs improvement process and steps with guidance from the Senior Human Resource Officer.
  • Support with annual staff learning and development by ensuring all learning goals for the staff have been attained; encourage the staff to utilize the learning platform to develop their skills.
  • Coordinate annual performance management in conjunction with the line managers.
  • Conduct annual training needs assessment for the region; develop training calendars and develop strategies to ensure the training goals are met
  • Participate in employee learning and development plans.
  • Innovatively facilitate career development conversations within the field staff. HR Policies and Compliance:
  • Ensure compliance with labor laws, company policies, and industry best practices.
  • Advise departments/ country offices on HR policy implementation and updates.
  • Conduct training sessions on HR policies, legal requirements, and leadership development. Employee Relations
  • Support staff and supervisors through the management of any grievances and disputes.
  • Train staff on process to follow in the event of dispute or grievances
  • Refer any grievances raised by the staff/ line managers to the regional human resource manager for action.

Education

  • Degree in Human Resource Management, Organizational Development or any other related field (Required)
  • Certified as a HR practitioner as per IHRM Act (Required)

Experience

  • At least 5 years continuous practice in a similar position (Required)
  • Similar experience with an INGO will be an added advantage. (Preferred)
  • Experience facilitating recruitment and on boarding processes (Required)
  • Experience working with the Red Cross and Red Crescent (Preferred)
  • Experience working with governmental and international non-governmental organizations, authorities and agencies (Preferred)
  • Experience handling confidential information (Required)

Knowledge, Skills and Languages
Required

  • Demonstrated knowledge of the local Labour law requirements
  • A good understanding recruitment processes including knowledge of recruitment software
  • Above average competency with MS Office Suite.
  • Experience in using HRIS
  • Demonstrate ability to work independently.
  • Ability to work within tight deadlines.
  • Prior experience working in a multicultural environment.
  • Ability to manage projects.
  • Exercise flexibility in the role to accomplish goals.
  • Fluent spoken and written English and French (Required)
  • Good command of another IFRC official language (Spanish or Arabic)(Preferred) Competencies, Values and Comments
