Responsibilities

Within delegated authority, the Finance Assistant will carry out the following duties:

  • Finance and Budget Management
  • Ensures effective and accurate financial resources management and oversight, focusing on the achievement of the following results: Provides financial analysis and oversight for all resources managed by OSESG-GL and delivers high-quality technical financial advice to programme focal points and Senior Management.
  • Supports the planning and expenditure tracking of financial resources in compliance with United Nations Financial Rules and Regulations, policies, procedures, and donor agreements, following best practices in financial management.
  • Ensures the maintenance of robust internal financial management controls over all financial processes.
  • Maintains sound financial management arrangements, including periodic reviews and reconciliations, to ensure that grant resources are used efficiently, and effectively to achieve programme objectives; ensures that expenditures are reasonable, allowable, and properly charged to budgetary allocations, while preventing inappropriate or non-compliant payments.
  • Ensures that efficient financial flow processes are implemented and continuously improved in line with programme needs and risk assessments.
  • Supports the maintenance of a comprehensive financial reporting system to meet internal and external requirements, including those of contractors, service providers, and technical assistance partners.
  • Prepares cost estimates for programme activities in line with management needs and available resources.
  • Develops, tracks, and reports key financial performance indicators for Senior Management review and decision-making.
  • Ensures implementation of operational strategies and procedures, focusing on achievement of the following results: Establishes and maintains robust financial procedures, including those related to receipts, payments, disbursements, bookkeeping, and filing for all funds and projects.
  • Ensures that all financial procedures comply with United Nations financial, accounting, and procurement regulations, rules, and standards.
  • Conducts continuous analysis and monitoring of the financial situation, including the preparation and presentation of financial forecasts for the Mission.
  • Ensures the timely closure of programmes and full compliance with United Nations Financial Rules and Regulations, policies, and procedures, including the proper transfer and disposal of assets.
  • Provides oversight to ensure transparency in financial processes, effective use of funds, and adherence to the Mission’s financial guidelines.
  • Prepares monthly cash flow reports, annual cash flow forecasts, and statements of sources and uses of funds, in line with Mission requirements.
  • Supports the preparation and submission of other financial reports required by United Nations Headquarters.
  • Develops and implements cost-saving and efficiency measures under the guidance of the Finance and Budget Officer and the Senior Programme Management Officer.
  • Facilitates audits in line with donor agreements, ensuring the timely implementation of audit recommendations and addressing findings related to financial management and asset control. Programme Management Support
  • Ensures effective programmatic management of the grants for the achievement of the following results: Supports the preparation of annual and quarterly workplans and budgets, ensuring alignment with programme priorities and available resources.
  • Ensures that project monitoring and reporting arrangements comply with donor agreements, guidelines, and organizational requirements.
  • Reviews the quality, accuracy, and completeness of financial data, identifying areas for improvement and strengthening financial management systems.
  • Performs other related duties as assigned.

Education

High school diploma or recognized equivalent is required. An additional qualification in finance, accounting or auditing is desirable.

Work Experience

  • A minimum of five (5) years progressively responsible professional experience in programme or project administration, accounting, finance, budget and general administration is required. Experience in the administration of a broad range of Financial Management Rules, Regulations, Policies, Practices and Procedures is required.
  • Working experience with an Enterprise Resource Planning (ERP) system such as Oracle or SAP is required.
  • Experience working with Trust Funds or donor funding is desirable.
  • Experience with data analysis and reconciliations is desirable. Experience in an international organization such as the United Nations is desirable.
  • Knowledge of UN financial rules and regulations, procedures, and oversight of internal operations is desirable.
  • Experience with client relationships in international organizations, national governments and civil society is desirable.
