Job Description 

  • HJFMRI is seeking to hire HIV prevention Manager for the PEPFAR Program in Kisumu. The position will be responsible for coordinating, supervising and monitoring program activities in compliance with donor standards. The components of the HIV/AIDS Prevention portfolio are: HIV and AIDS Prevention interventions to include HIV Testing Services (HTS), Determined Resilient Empowered AIDS-Free Mentored Safe (DREAMS Initiative), Orphans and Vulnerable Children (OVC), and Voluntary Male Medical Circumcision (VMMC). These HIV interventions are funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Military HIV Research Program (MHRP) at the Walter Reed Army Institute of Research (WRAIR).
  • Working with program officers in PEPFAR HIV programming in Kisumu West, the incumbent will largely provide technical support in reviewing and approving Partners’ activity plans and design up-to date measures to meet required targets and are aligned with the current PEPFAR Country Operation Plan and guidance. The incumbent will provide leadership and overall supervision of prevention teams at the implementing partner and PEPFAR supported sites in Kisumu West.

Responsibilities

  • Provide strategic direction in HIV Prevention program design, planning, implementation and monitoring to implementing partners.
  • Provide technical leadership in HIV Prevention Program interventions for HJFMRI supported sites in Kisumu County
  • Provide technical Assistance in designing targeted comprehensive HIV Prevention Intervention packages at facility and community levels for routine implementation guided by updated scientific evidence.
  • Develop service delivery models that effectively reach, resonate, and provide comprehensive HIV prevention program interventions with appropriate client/ beneficiary linkages at facilities and community settings.
  • Provide oversight for HIV prevention activities to partner sites through regular budget and work plan reviews, monitor use of funds for adherence to proposed activities and targets, quarterly pipeline reviews and status reports and follow up any irregular findings by providing guidance for realignment.
  • Provide technical assistance and guidance to implementing partners and other stakeholders on all aspects of HIV prevention programming through participation in support supervision, Site Improvement through Monitoring System (SIMS), mentorship and other partner performance and/or baseline assessments
  • Plan and coordinate HIV Prevention trainings and External Quality Assurance (EQA) with team members in line with MOH and PEPFAR requirements.
  • Provide leadership in developing strategies and interventions to improve the quality and responsiveness of HIV prevention programming and service delivery for adolescent girls and young women.
  • Provide technical and management oversight to ensure the effective implementation of DREAMS Initiative interventions and their integration into the broader Kisumu West Program.
  • Prepare and develop timely program reports, summaries, papers, oral and written presentations as required
  • Ensure compliance with PEPFAR program rules and regulations and MOH guidelines and strategies concerning all aspects of HIV prevention and OVC programs.
  • Facilitate achievements of high quality results and timelines of all the program deliverables including strengthening effective referrals and linkages from HIV testing services to care and treatment and other services.
  • Conduct evaluations for HIV Prevention program staff.
  • Perform other duties as may be assigned by the supervisor.

Qualifications
Education and Experience

  • Basic degree in Social Sciences / Nursing/ Clinical Medicine.
  • Master of Public Health (MPH) degree or equivalent post-graduate qualification from a recognized Institution is preferred.
  • At least 5 years of successful experience in managing and implementing complex, integrated public health programs in resource limited settings, preferably PEPFAR program.
  • At least 2 years experience in conducting and managing research studies in a research environment.

Required Knowledge, Skills And Abilities

  • Proven experience in program management, monitoring, and reporting on complex HIV prevention interventions.
  • Demonstrated ability to build collaborative relationships and facilitate coordination with diverse implementing partners and stakeholders to include county government.
  • Exceptional leadership skills and supervision working with multifunctional sectors.
  • Excellent understanding of the functioning of Kenya Health Delivery System, current health sector programs, strategies and implementation plans
  • Familiarity with National, County and Sub-county health system.
  • Working knowledge of Microsoft Office (Word, Excel, Access, PowerPoint)
  • Working knowledge on Policies and Guidelines in HIV prevention, and OVC interventions.
  • Excellent analytical and problem-solving skills.
  • Ability to abstract data from medical records and transfer it to data collection forms or directly into databases.
