Job Description 

  • The Field Security & Crisis Management Coordinator is in charge of all aspects of security and crisis management in the Delegation.
  • The position holder will be tasked with advising the ICRC Management at strategic level, implementing/improving security and safety procedures, and running the day-to-day security related tasks for the Kenyan operation including the management of the security team. The Field Security & Crisis Management coordinator will furthermore ensure that ICRC structures covered by the Delegation adhere to the same security standards (Mombasa, Dar es Salaam and Djibouti for the time being).

Tasks and responsibilities

  • Ensures that the ICRC's operations are carried out with the highest level of security for its staff and property and manages crisis situations.
  • Ensures the implementation of minimum-security management requirements in the Regional Delegation, which include Nairobi Delegation, Nairobi Regional Logistics Centre, Mombasa office, the Mission in Djibouti and Dar Es Salaam.
  • Manages all safety and security matters, systems standard operating producers, reporting of incidents, policies (security rules, contingency plans) and set ups passive security, including briefings.
  • Liaises with all relevant external stakeholders such as weapon-bearers, authorities, security focal points within other organizations and International Red Cross and Red Crescent Movement partners.
  • Contributes to the delegation’s analysis of the humanitarian, political and security environment, risk assessment and the elaboration of related action plans.
  • Provides overall coaching on the Risk Assessment (RA) process. Assists teams in applying the ICRC’s security and safety risk methodology including the conduct of (RA) workshops with delegation structures (leading the delegation level RA, supporting and validating the different structures’ RA and leading ad-hoc RAs for new sites, such as repeated distribution sites, detention facilities, etc.).
  • Has oversight of security training within respective delegation and with relevant staff.
  • Shares best practice with Security Crisis and Management Support and other implicated advisors.
  • Manages the security team in Nairobi and contracted security personnel.
  • Ensures a precise information flow between ICRC staff and the security department.
  • Implements and supervises within its team the Performance Management & Development (PMD) activities for employees under their supervision.
  • Engages in ongoing and continuous feedback and support, particularly for employees under their supervision, but also other staff members.
  • Organizes regular meetings within their team to ensure optimal coordination of the work and proper flow of information.

Minimum Requirements and competencies

  • University degree or equivalent.
  • Minimum 10 -12 years overall professional experience.
  • Significant professional field experience with a successful track record in managing security.
  • Proven experience in crisis and security management.
  • Experience managing a team is a pre-requisite.
  • Must be fluent in written and spoken English language. Working level of French language would be an added asset, as is every other additional language (e.g. Arabic).
  • Computer proficiency and valid driving license.
  • Willingness to travel frequently in the region.
