 Business Need / Purpose of Role

The Regional HSSE Manager reporting to the Global Head, HSSE, based out of Mombasa, Kenya shall be responsible to Monitor and analyze the ISS’s level of HSSE against International and other Standards:

  • Plan, organize, manage, and conduct inspections and audits of the Company’s operations across all Business Streams including partnerships and sub contractors (high risk vendors) within the specified region.
  • Provide advice and support to the ISS in respect to all HSSE related issues.
  • Regional HSSE Champion and to provide level of support to the Head of Global HSSE.
  • Tracking of individual KPIs through a balance of quantitative and qualitative performance measures/KPIs that are aligned to the job – this will form part.

Objectives & Measurement – Key Responsibilities
Provide the regional focus for HSSE matters for region across the following areas (but not limited to):

  • Build capability to enable the site leadership teams implement the ISS’s HSE strategy.
  • Assist in the development of a year-on-year improvement plan in HSE key performance indicators and an Incident Injury Free culture.
  • Provide site teams with coaching, mentoring and HSE technical support to prevent incidents and injuries.
  • Influence ISSal change to drive a positive HSE culture and achieve objectives and targets.
  • Partnering and coaching the business leaders to successfully implement the Health, Safety, Security and Environment (HSSE) Management System that is compliant with ISS’s timelines.

Main Responsibilities:

  • Identify health and safety legislative requirements and changes as it applies to their Business and with the agreement and approval of management integrate into the Health and Safety Management System.
  • Provide advice, support and information for the availability and implementation of the Health and Safety Policy, HSE Management System, safety leadership and behavioural program by line management.
  • Conduct governance activities, data analysis, research and other technical health and safety work to assure quality application and ongoing improvement of the HSE management system, safety leadership and behavioural program.
  • Provide technical input to HSE planning, HSE risk management and management review processes e.g. dangerous goods, emergency preparedness.
  • Assist management with developing, monitoring and reviewing in consultation with employees the Business Health, Safety and Environment Management System and HSE Plan with its objectives and targets. Communicate results within the business through to the Head of Global HSSE.
  • Support operational management to ensure that HSE responsibilities of employees (including vendors) are effectively communicated.
  • Provide professional advice to management with identifying and providing training to ensure that required health and safety competencies are met and reviewed.
  • Facilitate health and safety consultation, co-operation and co-ordination processes with employees in accordance with the relevant legislative and ISS’s requirements.
  • Provide professional advice to management to assist with health and safety communication and reporting to employees and external parties such as customers, contractors and public authorities.
  • Regularly review health and safety documentation for currency and application and ensure that employees have access to relevant documents.
  • Provide health surveillance for employees when a specific health risk has been identified in line with ISS’s requirements including HSSE related campaigns rolled out in the region.
  • Provide advice and assistance to ensure the thorough investigation of incidents and the appropriateness of corrective actions to prevent a recurrence and eliminate or otherwise minimize risk.
  • Follow the Global IMS HSSE management system and utilize the procedures and programs provided to manage health and safety records.
  • Undertake health and safety inspection and audits and/or arrange for 3rd party health and safety audits and complete any corrective actions required.
  • Follow up on audit actions to ensure there on-going effectiveness.

  • Competent user of the Microsoft Office suite including Outlook, Excel, and Word.
  • Being able to communicate verbally/writing in a clear and concise manner, and ability to interact professionally with senior managers and subject matter experts.

  • Good interpersonal relationship in managing people/sub-ordinates, planning, organizing.

Education, Qualifications, Certifications, And Licenses

  • Bachelor of Science / Diploma in Shipping/Engineering (similar) from a recognized and reputed university with a minimum 5 years of HSE experience and/or 3 minimum years of Shipping industry.
  • Attainment of at least one of the following HSSE qualifications or approved equivalent:
  • National Examination Board of Occupational Safety and Health (NEBOSH) Certificate or Diploma.
  • IOSH – Member of the Institution of Occupational Safety and Health.
  • RSP – Registered Safety Professional.
